Delfi writes about the so-called “Red Monuments Act”:
“In March last year, Alar Karis did not promulgate the Red Monuments Act, as the Head of State considered it unconstitutional.
Alar Karis said that the removal of the so-called Red Monuments Act had not been a priority for the committee. The chairman of the Riigikogu’s economic committee, Jaak Aab, admitted to ERR that the removal of the so-called Red Monuments Act had not been a priority for the committee. “The point has been that the officials have not been able to get the work done quickly enough, and there have been more topical and urgent issues in the committee,” Aab said.
Sillamäe city authorities have said they cannot remove the city’s Red Monument because no changes to the law have been passed.
“If the monument is in a public space somewhere in the city, my initial assessment is that the law does not currently prevent the local authority from moving it. This is something that many municipalities have done in recent years,” Aab said.
Last autumn, the law was debated in the parliament, but again failed to pass. Aab expected it to be reintroduced in October at the latest.
In February, former Prime Minister Kaja Kallas told ERR that the law must go further. They had agreed it in the coalition.””
